Senior jurist Hafiz Ehsan Ahmad, an expert in constitutional affairs, told Urdu News that the President cannot send back the proposal to convene a session of the Assembly and Article 91 of the Constitution does not give the President any authority in this regard.
According to Hafiz Ehsan Ahmad, if the President refuses to sign the proposal for convening the meeting, then the Secretary of the National Assembly is authorized to call the meeting and issue its gazette notification.
He said that the president has to call this meeting and he cannot postpone it.
